School Community Sports Facility

Motion: Councillor D. Smith
“That this Committee supports the provision of a modern, multi purpose
community sports facility by Fingal County Council to be co-located on the
site of the new Swords Community College.”

Report:
The provision of schools and associated facilities on school sites is a
matter for the Department of Education & Skills, however the Council will
forward the decision of the Committee to the Department.

The Council also intends to carry out a feasibility study on the
development of leisure/recreational facilities for the County and this will
include the Swords area.

Question: Councillor D. Smith
“To ask the Chief Executive are there any plans in place to improve the turning
capacity from Seatown Road onto North St in order to allow better flow through
of traffic coming from the dual carriageway and Aldi?”

Reply:
There are no plans at present to carry out junction improvement works at the
Seatown Road, North Street junction. Traffic movement at this location will be
kept under review.

Question: Councillor D. Smith
“To ask the Chief Executive can work take place to install a path from the
entrance to Emmaus to the dual carriageway R132 in Swords as many visitors to
Emmaus arrive by coach which has to let people off at the dual carriageway and
there is no adequate path to the entrance of Emmaus?”

Reply:
The area referred to in the Question has been inspected and the proposed
footpath will require a source of funding to be identified. In this regard it will be
listed for consideration in future works programmes.

Question: Councillor D. Smith
“To ask the Chief Executive what plans are in place for the archaeological park on
the Oldtown LAP, how will this park be developed and what timelines are in
place for any of these plans?”

Reply:
Oldtown/ Mooretown Local Area Plan 2010- 2016: The Council of the County of
Fingal at its meeting held on Monday 13th July, 2015 made a resolution to
extend the life of the Oldtown/ Mooretown Local Area Plan 2010- 2016, for a
further period of 5 years from the 13th July, 2015 up to the 12th July, 2020.
The LAP Strategic Open Space and Recreational framework comprises 3 distinct
elements as follows:
• Archaeological Parks
• Broadmeadow Linear Park
• Swords Regional Park and Class 1 Open Space

A phasing programme is set out in Section 4 of the LAP to ensure that the
physical and social infrastructure required is provided in tandem with the
residential development. The phasing programme indicates the number of
phases proposed, the amount of residential development in each phase, and the
associated physical infrastructure required.

The four main archaeological parks provided for are:
1. ‘Rathbeale Park’, which is the ecclesiastical complex north and south of
the Rathbeale Road, referred to as ‘Rathbeale Park’;

2. ‘Glasmore Green’- the archaeology to the southeast of Mooretown
adjoining Glasmore Abbey;

3. The Holy Well site, and

4. ‘Watermill Park’- the water mill site which is incorporated within a green
link with associated SuDS ponds.

The Conservation and Management Plan (by Margaret Gowen & Co Ltd, March
2010) establishes a management plan for each of these discoveries which relate
to the general policies to protect and promote the archaeological remains, and
are summarised in appendix 2 of the LAP.
The LAP states the following with regard to the development of the
archaeological parks:
Rathbeale Archaeological Park (north and south of Rathbeale Road) and
associated playground shall be developed (in accordance with Archaeological
Conservation and Management Plan and Masterplan(s) and in consultation with
the National Monuments Section of DoEHLG) and ownership transferred to
Fingal Council Council as part of phase 1 [approximately 800 units] of the
development of the LAP lands.

Wind Mill Park shall be developed (in accordance with Archaeological
Conservation and Management Plan and Masterplan(s) and in consultation with
the National Monuments Section of DoEHLG) and ownership transferred to
Fingal County Council before permission is granted for any element of phase 2
[approximately 1000 units]. SUDS strategy measures shall be incorporated in
design of this park.

Glasmore Green and St. Cronan’s Well Archaeological Parks shall be developed
(in accordance with Archaeological Conservation and Management Plan and
Masterplan(s) and in consultation with the National Monuments Section of
DoEHLG) and ownership transferred to Fingal County Council as part of phase 3
[approximately 600 units] of the development of the LAP lands.

Question: Councillor D. Smith
“To ask the Chief Executive to provide Yellow boxes on the Glen Ellan Road at the
three junctions with the entrances to Bride’s Glen, Castleview and Bunbury Gate
in order to assist drivers leaving these estates in a safer manner during rush
hour”

Reply:
Yellow Box Markings, RRM 020, are provided to aid traffic flow. They may be
used at road junctions (including roundabouts), at junctions with tram tracks, at
railway level crossings, the exits to bus lanes, or other locations as deemed
appropriate by the road authority, where blocking back affecting a cross flow is a
significant problem.

The entrance to Brides Glen is approximately 90m from the roundabout on the
Glen Ellan Distributor Road, with the entrances to Castleview and Bunbury Gate
further away. The traffic volumes combined with the distances from the
roundabout, at this location, should provide sufficient storage for any queuing
traffic, from the roundabout on the Glen Ellan distributor route, which could
prevent or create difficulties for residents exiting Brides Glen, Castleview or
Bunbury Gate. It is not proposed to install yellow boxes at these locations at
this time.

“To ask the Chief Executive to outline what planting will be taking place in and
within the vicinity of Castlegrange this planting season and in particular will
planting take place on the removed muckhills site and will more trees be planted
on the boundary with Castlegrange Heights?”

Reply:
Such plantings are carried out during the winter months. The area will be
examined and an appropriate scheme of tree planting developed for
implementation next winter.
