Suporting Premises for Sports Clubs

Motion: Councillor D. Smith
“That this Committee agrees a strategy for the sourcing of premises for
sports clubs which are in insecure and volatile arrangements with private
landlords.”

Report:
The Council’s Property Division in conjunction with other relevant
Departments provide advice and assistance, where possible, to Clubs and
Community Groups in relation to the availability of suitable premises
whether the premises are in the Council’s ownership or in private
ownership.

Question: D. Smith
“To ask the Chief Executive what efforts are being made to tackle the scourge of
horse fouling on our beaches with particular reference to Donabate Beach?”

Reply:
Horses are permitted on the beaches before 11.am and after 8pm from 1st June
to 31st August and on Saturdays, Sundays and public holidays. They are also
permitted at all times from 1st September to 31st May.
Section 3 (c) Prohibited Acts of the Fingal County Council Beach / Foreshore Bye
Law 2006 require that a person bringing a horse onto a beach is responsible for
the removal of its faeces and depositing it in a litter bin or other receptacle
designated for this purpose. Horses are prohibited in SAC and SPA ‘s except
where bridle paths are provided.
These bye-laws may be enforced by an Authorised Person or member of An
Garda Siochana and any persons found in breach may be subject to a fine.
The Council is in contact with the local Community Guard regarding a joint
approach to try and address this issue and the beach will be inspected to identify
if any additional signage is appropriate.

“To ask the Chief Executive can CCTV facilities be put in the laneway between
Elmwood Drive and Daleview Road to stop dumping and can increased litter
patrols take place at this laneway to combat the litter problem.”

Reply:
An inspection will be carried out in the laneway between Elmwood Drive and
Daleview Road to assess the locations suitability for CCTV.
Additional litter patrols will be carried out at these locations and where
appropriate fines issued under the Litter Pollution Acts.

Question: Councillor D. Smith
“To ask the Chief Executive when a Masterplan for the Ballast Pit in
Skerries is likely to take place and when will it be completed?”

Reply:
The Masterplan is one of a number identified in the new Fingal
Development Plan 2017 – 2023 together with Local Area Plans, feasibility
studies and Urban Framework Plans. These Plans and Studies will form
the Work Programme for the Planning & Strategic Infrastructure
Department during the lifetime of the Development Plan. The Work
Programme is currently being prepared and individual Plans and Studies
will be prioritised based on their strategic nature and the availability of
resources.

“To ask the Chief Executive can the bin on the Seatown Road outside Fingal
Communtiy College be replaced with the newer model bins similar to the ones
on Swords Main Street?”

Reply:
The Area Engineer has been requested to investigate this matter with a view to
having a suitable bin provided at this location as soon as possible .

Question: Councillor D. Smith
“To ask the Chief Executive can the tree on the path between 5 and 6
Castlegrange Heights be crowned and trimmed back as it is too large and
creeping into gardens and damaging cars?”

Reply:
The previous survey for this estate identified this tree as being in good condition
with no works recommended. The entire estate is due to be formally reinspected
by professional arboricultural staff later this summer. Any essential
works identified during this survey that accords with the adopted tree policy will
be prioritised and scheduled for when the tree crew is next in the area carrying
out essential tree works.
