Question: Councillor D. Smith Swords Retail Centre Building
“To ask the Chief Executive to write to the owners of Swords Retail
Centre Building on Swords Main Street (the building with Eddie
Rockets as it’s most visible tenant) and request they clean the exterior
wall of the building, including a fresh coat of paint as the building is in
a key location on our Main Street and looks in a poor state?”

 

Report:
If the question is passed the terms contained therein shall be conveyed to
Swords Retail Centre owners and when a response is received the Area
Committee shall be informed.

Question: Councillor D. Smith:
“To ask the Chief Executive to indicate if any plans have been discussed in
the last year to provide a pedestrian footbridge at Pinnock Hill
roundabout linking Airside pedestrian traffic to Swords including school
going children walking from Holywell to Colaiste Choilm?”

 

Reply:
The progression of designs for the public realm including pedestrian
infrastructure at this location has been dependent on the final chosen
design for the MetroLink rail scheme, which will likely run through the
Pinnock Hill Roundabout. Accordingly, no plans for the provision of a
pedestrian footbridge have been discussed at this location within the last
year, pending the publication of the MetroLink proposals.
Now that the MetroLink scheme has commenced public consultation, we
expect the chosen route option to be finalised and confirmed by
Transport Infrastructure Ireland in the near future. On receipt of the
confirmed layout, a more detailed assessment of the future pedestrian
and general traffic requirements, including the specific pedestrian
provisions, will be considered.

Question: Councillor D. Smith:
“To ask the Chief Executive has any land been identified in the
Fosterstown LAP lands as a potential site for a school and has any
negotiations taken place with the Department in relation to such lands
and can any further details be supplied on this matter?”

 

Reply:
Fosterstown Local Area Plan 2010 was adopted by FCC on 13th September
2010. A decision to extend the life of the Fosterstown Local Area Plan
2010 – 2016 [from the 13th July, 2015 up to the 31st December, 2017] was
subsequently made by FCC at its meeting held on Monday 13th July, 2015.
As part of the LAP process consultation took place between Fingal County
Council and the Department of Education and Science. Two alternative
locations for a 16 classroom primary school were identified and reserved
as part of the adopted and now expired LAP.
Fingal Development Plan 2017-2023 designates the Fosterstown lands as
a Masterplan area and Objective SWORDS 27 provides for the preparation
of MP for Fosterstown (Map Sheet 8, MP 8.I).
The Fosterstown Masterplan lands are subject to other specific objectives
including:
– providing for New Metro North,
– Fosterstown Link road,
– a proposed school.
Fingal County Council is liaising with the Department of Education & Skills
in accordance with the Memorandum of Understanding between the
Department of Education & Skills and the County and City Managers’
Association in relation to the identification of a suitable site to facilitate a
new permanent primary school in the south Swords area. Due to
commercial sensitivities relating to site acquisitions generally Fingal
County Council is not in a position to provide further details at this time

Motion: Councillor D. Smith

“That the fence separating Ridgewood Close from the new Ashfield
development is removed and the open space be taken in charge,
landscaped appropriately and become an amenity for the community.”

Report:
The developer of Ashfield estate has not yet requested for the open space in this
development to be taken in charge. Once this taking in charge process commences, the
open space areas will be snagged which will include the removal of this fence.

Motion: Councillor D. Smith

“That the Chief Executive fixes the potholes, re-establish the lining and edges on
Estuary Road from the Roundabout and turn at the Blackbridges, past the Gartan
Estate to the roundabout with the Industrial Estate road.”

Report:
“The section of Estuary Road from the Junction of Spitalhill Road to Seatown
Road is prone to drainage issues coming from nearby properties which have led
to some of the structural failures referred to, particularly at the road edges. The
drainage issue is currently being addressed through Water Services and Irish
Water and will have to be completed in advance of structural repairs being
carried out to this section of road way. However, any of the other localised
structural repairs will be addressed in Q2/Q3 2018. It is anticipated that the
lining will be renewed within the next few weeks, weather permitting.

Motion: Councillor D. Smith

“That the Council ensures that holidaymakers in Camper Vans do not stay for
long periods in public car parks, along our coast, such as in South Strand
Skerries, where there are unsuitable sanitary, fuel and other facilities.”

Report:
The issue of holidaymakers taking up occupancy of public carparking spaces
during the summer months will be considered as part of the forthcoming review
of the Parking Bye Laws.
