Traffic Survey, Pavillions Roundabout

Question: Councillor D. Smith
“To ask the Chief Executive to publish the results of the traffic speed survey on
the Drynam road between the Pavilions Roundabout and Mountgorry Road
which was promised in 2016?”

Reply:
As reported to this committee in February 2107 a speed survey was completed in
early September 2016. The survey was located approximately 65m east of the
entrance to The Willows. The survey was carried out over a 14 day period.
In traffic design, the 85th percentile speed is considered to be the value that
most appropriately represents traffic speed relative to the speed limit.
The survey indicated that the 85th percentile speed on Drynam Road in a 50kph
zone, was 63km/h, which is marginally in excess of the speed limit plus 20%.
The County Council have liaised with An Garda Síochána in relation to siting
speed checkpoints and/or the placement of the GATSO or Go Safer Vans on
Drynam Road.

“To ask the Chief Executive to implement an updated traffic management plan
on the Donabate/Portrane peninsula given the high volume of traffic
construction traffic and in light of recent traffic accidents to ensure traffic
becomes safer and flows easier on the peninsula?”

Reply:
The planning applications associated with the housing developments and the
NFMHS site requires the agreement and implementation of a construction
management plan. This includes the restriction of deliveries to agreed times,
with monitoring through the recently installed CCTV monitoring system along
Hearse Road.
The operations department issues road opening licences to contractors to
complete works within the road reservation with restricted times of work,
depending on the nature of the works.
Traffic is presently managed by the Operations Department, through the
management mechanisms described above and by optimisation of the traffic
signals at the Lissenhall interchange. At present the capacity of the road
network and junctions restricts the implementation of an updated traffic
management plan.
On completion of the Donabate distributor route, that is expected to commence
construction in 2018, a review of the traffic management will be carried out.

Question: Councillor D. Smith
“To ask the Chief Executive can practical measures be put in place to stop cars
parking at the entrance to Park Avenue in Swords at school times as despite the
double yellow lines people are parking there every day and hindering access for
other vehicles including public and emergency services?”

Reply:
Illegal parking (on double yellow lines) is a matter for An Garda Síochána. This
matter will be brought to the attention of the Gardaí at Swords Garda Station.

Question: Councillor D. Smith
“To ask the Chief Executive can the road markings of the R108 outside Keelings
be examined with a view to providing a turning lane on the southbound lane
(from Swords) to allow traffic turn right into Keelings whilst also allowing the
southbound traffic to continue south without causing a traffic jam?”

Reply:
This section of the L3130 where the Keelings exit is located, is under the control
of the daa. Keelings are currently in discussion with the daa in relation to the
provision of a signalised junction at this location.

Question: Councillor D. Smith
“To ask the Chief Executive can bollards be placed on the western path alongside
Balheary Park in order to stop illegal parking and to allow pedestrians and
people with prams and in wheelchairs, ease of access?”

Reply:
This matter will be investigated to ascertain if it is feasible. Consideration will
also be given to providing double yellows as this might be a better option.

Question: Councillor D. Smith
“To ask the Chief Executive for an update on operational works which have taken
place at the Black Bridges Lissenhall following a site meeting in September and
what works are planned to take place over the next few weeks?”

Reply:
These works, which were mainly flailing and scraping roadside verges, have been
completed. It was also agreed that some road markings would be reinstated and
this will be completed in the next phase of the relining programme in the Swords
area.
