Question: Councillor D. Smith “To ask the Chief Executive to urgently examine the speed limit on the road from Balscadden to Tobersool Lane with a view to reducing the speed limit?”

Reply: The L1130 from Balscadden to Tobersool Lane is a rural single carriageway of less than 7.0m with a speed limit of 80km/h. The Guidelines for Setting and Managing Speed Limits in Ireland advises that the appropriate speed limit for a rural single carriageway of less than 7.0m is 80km/h The guidelines advise that in situations where there are rural clusters along a route consideration could be given to reducing the speed limit. There are no rural clusters from Balscadden to Tobersool Lane. It is not intended to reduce the speed limit along this route.

Question: Councillor D. Smith “To ask the Chief Executive to examine the sequencing of lights at the Pavillons roundabout, with a view to alleviating traffic build up on the Drynam road, up to the roundabout, as there is a build-up of traffic at peak times in particular?”

Reply: The Malahide Road roundabout on the R132 Swords Road near the Pavilions is a 5-arm roundabout and is at saturation capacity during the morning and afternoon peak time. The traffic signals at this roundabout have been configured to allow priority to traffic on the Swords Road. As with many 5-arm roundabouts not all arms are signalised in order to reduce delays. The volume of traffic exiting at Drynam is far less than at the other arms and this exit is un-signalised. Cars exit during gaps in the traffic. Due to the volume of traffic it is not possible to improve the flow out of the Drynam exit without major alterations to the geometry of this junction.

Question: Councillor D. Smith “To ask the Chief Executive, can the trees on the Foxwood Estate, be pruned and trimmed back, at the earliest possible convenience?”

Reply: Foxwood estate was surveyed last year and a number of works were recommended including the removal of a small number of trees and some targeted pruning or removal of storm damaged or dead branches. This work is scheduled to take place in late autumn 2016.

Question: Councillor D. Smith “To ask the Chief Executive, given the poor state of paths in Seatown Park, can the Chief Executive, audit the paths in Seatown Park and record places that require repair, due to pot holes or path raising and add those places to a works programme based on urgency?”

Reply: The repair of the footpath in Seatown Park, Swords will be included in the Area Engineer’s Maintenance Programme.

Reply: Arrangements have been made for the repair of the pothole at the location referred to in the question.

Question: Councillor D. Smith “To ask the Chief Executive to outline the plans to provide barriers and a pathway along the open space in Jugback Lane?”

Reply: A scheme consisting of a tarmacadam path, wooden bollards and associated landscaping is to be procured in Q2 of 2016.
