Placement of benches at the Copse, Miller’s Glen

Question: Councillor D. Smith:
“To ask the Chief Executive if there was a specific planning requirement from
Fingal County Council to place four benches at the Copse, Miller’s Glen and can
the Chief Executive indicate any knowledge of what decision making went into
placing those benches at that location?”

 

Reply:
Permission was originally granted under F11A/0436 for 245 housing units on
these lands in Oldtown, Swords. The subject area was subsequently modified
under F14A/0486 with the omission of 32 houses and their replacement with 35
units. Seating areas were indicated on the submitted plans to be provided on
the open space areas of the Copse – Drawing Number LP-01-PP prepared by
Doyle + O’Troitigh. Condition 9 of the Grant of Permission states:
The proposed landscaping of the site shall be carried out in accordance with the
submitted landscaping plan and planting details prepared by Doyle & O’Troithigh,
Landscape and Architecture. The applicant shall consult the Parks and Green
Infrastructure Division of Fingal County Council prior to the commencement of this
site landscaping.

REASON: In the interest of adequate amenity provision and in the interest of tree/
vegetation protection.

Question Councillor D. Smith:
“To ask the Chief Executive if it is an expectation that the Ward Rivervalley
Masterplan will be on public display in the Summer of 2018?”

 

Reply:
The acquisition of the remaining Ward River Valley open space lands
between Swords Town Centre and Knocksedan Bridge is nearing
completion. A brief for the procurement of consultants for the
preparation of the Master Plan for the Ward River Valley Regional Park will
issue later this year. The consultants appointed will facilitate public
consultation in relation to the plan and the results of this process will
form the basis of a formal planning process. It is reasonable to expect
that the procurement, initial public consultation and Master Plan Design
process will take several months to complete.

Question: Councillor D. Smith
“To ask the Chief Executive how many new local authority housing developments
are due to come before the Local Area Committee between now and May 2019
for Part 8 Part XI process?”

 

Reply:
There are feasibility studies currently being carried out on a number of sites to
determine suitability to deliver housing units. It is anticipated that three
schemes will be brought forward for approval in the Balbriggan/Swords area
between now and June 2019.

Question: Councillor D. Smith:
“To ask the Chief Executive how many local authority housing builds are due to
begin in the Swords Electoral Area in 2018, how many units will be built and to
indicate on a map which location they are due to be built?”

 

Reply:
Both the Rolestown and Rathbeale Road housing developments are due to begin
in the Swords Electoral Area in 2018. A total of 44 units will be built and
delivered in 2019 from both schemes.

Question: Councillor D. Smith: Thornleigh.
“To ask the Chief Executive if any further progress has been made in
the last three months on the Taking in Charge of Thornleigh Estate?”

 

Reply:
Waterman Moylan Engineering Consultants are employed by the
bondholder to act on its behalf to bring Thornleigh estate to a taking in
charge standard. They have completed the tender documents for the
Taking in Charge Works Contract which has just been submitted to the
Built Environment Inspectorate. These are being reviewed presently and
will be returned directly to ensure no delay to the advertisement of the
Tender for the completion of the Works at Thornleigh Estate.

Question: Councillor D. Smith
“To ask the Chief Executive if any plans are in place to improve cycle lane
infrastructure on Turvey Avenue and the Hearse Road?”

 

Reply:
As noted in the Greater Dublin Area Cycle Network Plan by the NTA and
the Fingal Development Plan 2017-2023, the provision of a commuter
route from Lissenhall along Hearse Road to Donabate is an objective.
However, the provision of this route does not form part of the current
Capital Works Programme. Pending progress on the Donabate Distributor
Road, this scheme may be included in the 2019/2020 Capital Works
Programme should funding become available.

There is no provision in the Greater Dublin Area Cycle Network Plan by the
NTA or the Fingal Development Plan 2017-2023 for the provision of a
commuter route from the R132 along Turvey Avenue to Donabate. There
are no plans at present for provision of same.
