Lioscian Double Yellow Lines

Question: Councillor D. Smith

“To ask the Chief Executive if any communication has taken place with Gardai in
relation to the provision of double yellow lines in Lioscian in recent months and
if not, can a meeting be convened as soon as possible?”

Reply:
In general double yellow lines are not placed in housing estates as they are
difficult to enforce.
Under Section 36 (2) of the Road Traffic (Traffic and Parking) Regulations, An
Garda Síochána have powers of enforcement which do not require the
installation of statutory signage or road markings. The following regulations
apply in a general context and do not require the installation of statutory signage
or road markings.

Section 36 (2) of the Road Traffic (Traffic and Parking) Regulations:-

A vehicle shall not be parked –

(c) within 5 metres of a road junction;

(g) in any place, position or manner that will result in the vehicle obstructing
an entrance or an exit for vehicles to or from a premises, save with the
consent of the occupier of such premises,

(k) in a manner in which it will interfere with the normal flow of traffic or
which obstructs or endangers other traffic;

(i) on a footway, a grass margin or a median strip

“To ask the Chief Executive for an update on the plans to provide additional
parking at the playing pitches in Ridgewood adjacent to The Elms in order to
alleviate chronic parking problems in that vicinity?”

Reply:
Work on this project commenced earlier this week and will be completed within
3/4 weeks, weather permitting.

“To ask the Chief Executive to provide anti congregation measures at the gap
between Elmwood Drive and Abbeylea in order to tackle anti social behaviour
problems at this location?”

Reply:

The gap referred to leads to a footpath network that provides permeability
between the various estates and the Rathbeale Road. It is not clear what
solution could be deployed to discourage the alleged congregation of people
without the removal of the mature Leylandii hedge along the perimeter of the
park. Such removal is unlikely to be acceptable to residents. If people
congregating at this location are causing a nuisance this should be brought to
the attention of An Garda Síochána .

“To ask the Chief Executive to repair the potholes on Jugback lane, beside the
green space and to replace the grass strip between the kerb and barrier to the
tarmac path with hardcore or similar material as the verge is flooding and grass
is not growing?”

Reply:
The area in Jugback Lane will be surveyed and any necessary works will be
included in the maintenance programme.

“To ask the Chief Executive can the potholes on Turvey Avenue near Waterleaf
and on the extension of Turvey Ave the new section before the roundabout be
filled in and repaired?”

Reply:
The area in question will be examined and any necessary works included in the
maintenance programme.

“To ask the Chief Executive to reinstate the grass verges in the Lioscian estate
after the invasive works to lay broadband groundworks in recent weeks?”

Reply:
The contractor is still working in the area of Lioscian housing estate upgrading
the broadband network. As part of his road opening licence he is conditioned to
reinstate the grass verges and the situation will be monitored .
