Thornleigh Taking in Charge

Question: Councillor D. Smith:. “To ask the Chief Executive for an update on the taking in charge of the Thornleigh Estate?”

Reply: Waterman Moylan Engineering Consultants has been employed by the bondholder to act on its behalf to bring Thornleigh estate to taking in charge standard. Waterman Moylan Engineering Consultants confirmed that they would draw up a list of all sub-surface and surface remedial works to be carried out. In December 2015, Fingal County Council Water Services Department carried out a leakage sweep and found no leakages. In January 2016 Fingal County Council prepared a report on the public lighting. This was passed on to the consultants. Further site meetings took place with Waterman Moylan Engineering Consultants in February and March 2016 to identify any outstanding issues with the foul and storm water chambers. During the month of May, Fingal County Council has reviewed all the CCTV and the remedial list of works have been sent to the Consultant. The Consultants are currently compiling all the outstandng items into a report with cost estimates for the Bondholder.

Question: Councillor D. Smith:  “To ask the Chief Executive when the windows and door replacement scheme will get to the Castlegrange Estate in Swords?”

Reply: The replacement of windows and doors in Council stock is ongoing, in conjunction with other operational programmes. While the replacement of windows and doors in Castlegrange Estate will be carried out, it is not possible at this point to confirm when this will take place.

Question: Councillor D. Smith: “To ask the Chief Executive if the Environmental Impact Statement for the Runway North project for the DAA be made available to the Committee?”

Reply: A copy of the EIS lodged with the application for the proposed new runway at Dublin Airport (Reg.ref.F04A/1755) will be made available to the Committee.

Motion: Councillor D. Smith “That this Committee provide traffic calming measures in the Castleview Estate in particular on Castleview Avenue.”

Report: The speeding issue has been identified as being along Castleview Avenue, the main access route through Castleview. Other roads within the Castleview housing development contain low radii bends to discourage speeding. Traffic-calming ramps are typically installed on the main access roads into large residential estates and particularly on residential roads which are destination routes, through routes or ‘rat-runs’. Given that Castleview Avenue is primarily used by residents this location would not be considered a high priority for the provision of traffic calming ramps due to the road layout and the gradients in some locations.

Motion: Councillor D. Smith “That this Council agrees a plan to repair all potholes on Main Street Swords as part of a program to improve the Main St.”

Report: The repair of the areas of the road surface that are affected by minor surface degradation on Main Street, Swords will be included on the Area Engineers Maintenance Programme.

Question: Councillor D. Smith “To ask the Chief Executive if a litter bin could be placed on the Glen Ellan Road between the entrance to Bunbury Gate and Applewood Community Centre as this is a busy path for parents, school kids and dog walkers?”

Reply: Arrangements will be made to install a bin at the location requested.
