Applewood Village Ramps

Question: Councillor D. Smith – Applewood Village Ramps.
“To ask the Chief Executive can enforcement procedures be taken in
Applewood Village in order to get the management company to repair
the broken ramps and road on Applewood Main St as there is damage
being caused to vehicles?”

Reply:
Applewood Main Street is not Taken In Charge and consequently no
enforcement procedures can be initiated. However, a request will be sent to
the Management Company to undertake repairs to the broken ramps and
roadway at Applewood Main Street.

LOCAL COMMUNITY GRANTS
Question: Councillors, P. Lynam; J. Sinnott; D. Smith -Local Community
Grants.
“To ask the Chief Executive to give an update in tabular form the breakdown for community groups in the swords L.E.A.and the amount
awarded to each for grants this year?”

Reply:
Community Activity Grants, Sports Activity Grants and Arts Grants are made available subject to criteria to all community groups. If approved
the grant is brought before the Local Councillors at an area committee meeting and then to the Full Council Meeting for approval. The following grants have been approved by the Council so far in 2017:

Question: Councillor D. Smith – Coastal Erosion.
“To ask the Chief Executive for an up to date assessment of the plan to
tackle coastal erosion in Portrane, is there any Budget for these
measures for 2017 and are there timelines for the implementation of
any measures?”

Reply:
The Council will undertake a coastal flooding study of Portrane to assess
the potential impacts of possible further erosion of the dunes with a view
to determine the need for flood defence measures and how these might
be combined with coastal erosion prevention. Funding has been arranged
for the study which is to be completed this summer.

Motion: Councillor D. Smith
“That this Committee agrees a work plan for 2017 for the Tower Bay public
toilets in Portrane in order to best ensure this building is maintained to a high
standard given it’s location at picturesque point in the cliff walk.”

Report:
The toilets will be inspected and appropriate works to bring the facility up to an
acceptable standard for the bathing season will be scheduled before the
summer months.

Motion: Councillor D. Smith
“That this Committee agrees to install kissing gates or another pedestrian-only
turnstile solution at the two entrances to the Rivervalley Park at either end of
Park Avenue in order to restrict access to the park for scramblers, motor bikes
and other dangerous vehicles.”

Report:
The Ward River Valley was never fully enclosed with railings and is a particularly
porous park with a huge number of gates and access points. There are 13
entrances and access points from the Brackenstown Road alone. To restrict
access to scramblers to the Ward River Valley Regional Park in the vicinity of Park
Avenue will require a huge capital investment involving new sections of railing to
complete boundaries, the removal of berms and replacement with railings and
installation of kissing gates at each access point.
A major strategic and fully consultative planning process is scheduled for the
entire Ward River Valley Regional Park with a view to setting priorities for such
investments for the short, medium and long terms. The objective of making the
park inaccessible to scramblers should be discussed and prioritised as part of
this process.

Question: Councillor D. Smith
“To ask the Chief Executive can a traffic assessment be carried out on the Glen
Ellan Road from Miller’s Glen down to the old Motorola Site; in order to measure
the large amounts of traffic on this residential road and in addition can the Chief
Executive outline in a detail a plan to deal with this traffic problem and give a
timeline on when this plan will be put in place?”

Reply:
The Glen Ellan Road from Millers Glen to the old Motorola Site was constructed
as a distributor route to accommodate the development of the area, in
accordance with the County Development Plan. This road allows traffic to
bypass Swords Main Street to access the R132 and the M1.
A traffic count will be completed on this road to determine the volume of traffic.
After which a report of the survey will be presented to this committee.
