Traffic Plan Carlton Court

Question: Councillor D. Smith “To ask the Chief Executive if there is a traffic plan for Dublin Road in Swords in light of the new Lidl store, can this plan be made available to this committee and has the impact of increased traffic on the residents of Carlton Court been taken into account?”

Reply: The new LIDL store was assessed by Fingal County Council as part of its planning application. The planning references associated with the applications for this development are F14A/0492 and F16A/0324. Documents associated with the planning application can be viewed on the Fingal County Council website under the Planning and Buildings section.

Question: Councillor D. Smith “To ask the Chief Executive to examine the pedestrian accessibility on the path between between Carlton Court and Pennys in particular for people with disabilities and can any measures be put in place to improve accessibility and stop any casual parking on the path?”

Reply: The location referred to in the Question has been examined and on occasion there is some indiscriminate parking on the footpath outside the dry cleaners, however, measures to prevent parking on the footpath cannot be put in place as access to an area of private footpath fronting the dry cleaners has to be maintained. It is an offence under the Road Traffic Act to park a vehicle on a public footpath and any enforcement is a matter for An Garda Siochana.

Question: Councillor D. Smith “To ask the Chief Executive for an update on the construction of a bridge across the Broadmeadow River at Thornleigh in Swords?”

Reply: The proposal has been out for public consultation and no submissions were received. Arrangements are in hand to consult with the OPW and Inland Fisheries before presenting the final report to the Area Committee. If approved by the Committee detailed design could then be undertaken with a view to going to tender in Q1 of 2017. Sourcing of finance has not yet been finalised.

Newman: Swords Summer Festival. “This Committee commends Fingal County Council on its work to deliver a successful Swords Summer Festival and wishes to thank all staff involved in the preparation and delivery of such a great event.”

Motion: Councillor D. Smith: Entrance to Santry Demesne. “That this Committee recommends the provision of an entrance to Santry Demesne from Santry Avenue.”

Report: An entrance to the park is in place at the eastern end of Santry Avenue on the junction with the Swords Road. An additional entrance along this short section of roadway is not deemed necessary.

Question: Councillor D. Smith: . “To ask the Chief Executive for an update on the future plans for Swords Library?”

Reply: A new Library building will form the centre piece of a Civic and Cultural Centre as part of the second phase of the development of the Swords Cultural Quarter. It is proposed that this new building will in time replace the Library on the Rathbeale Road. In the meantime the existing Library will continue to provide services to the Swords community.
